A series of protocols were developed and used during the interviews of the various players at the nine institutions studied. Not all interview protocols were implemented at each institution, and, as mentioned earlier, the interviewer and interviewee were not strictly bound by these protocols. Typically, these protocols act as "minimum standards" for the interviews.
