Review of Teaching Performance AssessmentsNovember 24, 2009 Value-added assessment is an important tool, but it’s not sufficient on its own as an indicator of teaching performance for use in strategic human capital management: value-added can be used to measure the performance only of teachers of regularly-tested subjects; value-added measures can usually only reliably distinguish between the highest and lowest performers; value-added estimates show only how well a teacher’s students are doing, on average, compared to other teachers’ similar students; and it’s unclear how value-added estimates can be used to recruit and select new teachers, to identify specific professional development needs, or to structure induction and mentoring programs. For the foreseeable future, value-added and behavioral measures of teaching performance will need to work together.
