Teaching Assessment for Teacher Human Capital Management

A new Working Paper compares seven prominent systems for assessing teaching practice. Although the systems reviewed intend to assess many of the same teaching competencies, the NBPTS and PACT systems put more emphasis on content knowledge and content-specific pedagogy. The report presents a set of desirable characteristics for such a system and suggests a process for states and districts seeking to develop such a system. The authors then discuss how teaching assessment ratings and value-added measures of teacher productivity can be used together to make decisions on matters such as tenure and career ladder movement.
