Better Use of Data to Support Systemic Reform

To what degree does systemic reform contribute to improved student achievement and other outcomes? Norman Webb and colleagues have developed a framework that aims to help the National Science Foundation, its education constituencies, and the education research community to better use data submitted by systemic initiatives to evaluate systemic reform. Among the lessons learned are: 1) Analysis of the academic growth of students over time is productive. 2) Careful attention needs to be given to the sample of content in the set of test forms given over time to assure scores are comparable. 3) How test scores are scaled and whether they are scaled only within grade or vertically across grades effects the kind of analysis that can be performed.
