Professional Development to Build Organizational Capacity in Low Achieving Schools: Promising Strategies and Future Challenges

Many urban schools have persistently low levels of student achievement and enroll students at risk of failure. Little is known about how to increase these schools' capacity to meet higher standards. This project studied how professional development can increase school capacity. Results suggest an agenda for future programs based on the successes and difficulties observed in the schools studied.
