Formative Evaluation of the 2000-2001 Implementation of the Cincinnati Federation of Teachers/Cincinnati Public Schools Teacher Evaluation System

This project is gauging the effectiveness of a new teacher evaluation system in the Cincinnati Public School District.
The system was field tested in 10 district schools in 1999. The questions we are addressing are:
· How well was the process implemented?
· Did the changes made as a result of the field test ameliorate the problems they were intended to?
· Do teachers understand and accept the new system, do they perceive it as fair, and do they perceive it as having a positive effect on them?
· Did evaluators perceive that the conditions needed to do accurate and useful evaluations were present?
· Did the evaluators’ decision processes and outputs suggest that they were able to do accurate and useful evaluations?
