District Accountability Systems Supporting Continuous School Improvement

This two-year study addresses the question: What kind of district accountability systems best support effective use of data for continuous improvement in school districts and schools in large urban areas?
The research has two phases: a review of the research literature on organizational learning and continuous improvement in schools, and an empirical study of the structure and developmental path of accountabiliy and data systems in six urban districts and the schools within each district.
