Benchmarking Objectives for ELL Student Achievement

Holding districts accountable for the progress of English Language Learner students seems straightforward. But the process for establishing some criteria can be very complex. A new Working Paper provides guidance on how states might establish benchmarks for progress in annual measurable achievement objectives and English attainment policies. The recommendations made in this paper relate specifically to states using ACCESS for ELLs®, the English language proficiency assessment used by WIDA Consortium states; however, the methods offered here are generalizable to other types of ELL assessment systems.
